How we develop Vision Zero Action Plans
Collaborative Foundation
We bring together City staff, key stakeholders, and a multidisciplinary task force to guide
the planning process. This ensures that diverse perspectives and local knowledge are
integrated into every stage of the plan.
Framework and Call to Action
We ground our process in the Safe Streets for All (SS4A) Action Plan requirements,
framing the urgency of eliminating traffic deaths and serious injuries. We also define the
core purpose of Vision Zero, reinforcing that traffic crashes are preventable and human
life is the top priority.
Crash Data Analysis and Visualization
Using five to ten years of crash data provided by the City, we conduct in-depth analysis
to uncover trends, patterns, and contributing factors. Our team creates a custom crash
data analysis dashboard and also maintains an internal ArcGIS platform to monitor
collisions in real time, overlay them with city datasets, and identify priority areas for
action.
Safe System Approach
The six principles of the Safe System framework, recognizing human vulnerability,
shared responsibility, and proactive design, form the foundation of every Vision Zero
Action Plan we prepare. We evaluate how speed, roadway design, and user behavior
influence crash severity and integrate system-wide solutions.
Building on Existing Efforts
Our approach aligns with the City’s ongoing planning efforts and Capital Improvement
Projects (CIP), ensuring that Vision Zero builds on existing investments rather than

websites. Community feedback, particularly from underserved and vulnerable
populations, directly shapes the plan’s priorities.
Equity and High-Injury Network (HIN) Analysis
We evaluate where crashes disproportionately affect vulnerable and historically
underserved communities. Using HIN analysis, we identify corridors and intersections
with the greatest safety needs and prioritize them for improvements.
Countermeasure Toolbox
Drawing from proven best practices, we develop a Countermeasure Toolbox tailored to
local conditions. This helps identify the most effective design, policy, and programmatic
strategies to address crash patterns and improve safety for all users.
